the Scope hardware doesn't have any influence on Asio streaming-processing, except (of course) the 'logic controller' on the interface card.
Native plugins are compiled in X86 machine code, while the DSPs on the card process 'their' native machine code.
So there is absolutely no possibility for any of the systems to execute the other's code.
But you might want to add another card to power-up the Luna a bit...

It's only got minimum 'power' for a (relatively) simple mix job.
The quality is great though - and realtime monitoring can be quite smart. Depends on your application, but it CAN do 'tricks' only a few (and expensive) cards can do in native environment. 2nd hand cards are extremely cheap atm... and provide additional IO, too.
As you write you're new to the environment, you may find that a lot of Scope (stock) effects compete with very(!) expensive native solutions.
Don't even think of comparing those to what's 'stock' in Cubase...
