anyone knows an fx unit that can make a voice sound like this?

maybe we can build something like that with modular and pitch shifting.
but it seems to be not only pitch shifting... it seems to be some kind of harmonic picth shifting.
don`t know.
any opinions?

i did once for a anoiuncement of a punkband on radio;
i transpose voice 1 octav down do fit in time;
and mixed with original;
a lp for cut high freq
this i feed in vocodizer syntizise with a dirty sounding synthvoice trying to play the voicemelody and spechrythm. on synth;
a reverb for sounding bigger at the end;
a fu*ing work i will never do again!
my probl. was the dirtier the less understanding;
doesnt matter on a song maybe but for an anouncement?!
