WASAPI vs ASIO4all

In Reaper WASAPI shows a slightly lower latency than ASIO4all. Using a USB midi wind controller for VST devices, does the audio latency affect the USB midi latency? (i'm on a laptop away from my Scope rig othwse i'd just use Scope ASIO)

Is there anything better than either of these for 64bit?
