I know its somewhere in the manual, but Im just poking around to get your input.
Is this only for asio buffers?
I changed it to 25ms to see the latency difference in Standalone mode and tested it with the included instruments in Scope and there does not seem to be any latency. I am at a lost

Yes, Scope is as good as real-time on its own. It's only when that pesky native DAW gets involved that all that latency crap comes into play (i.e. ASIO). I can run 3-4ms, but often leave it on 7ms for crappy VSTis that can't keep up (even that isn't big enough for Kontakt).

I have yet to test it with a Native DAW as I'm am currently using a Roland MV8000 to sequence my gear with. Is the same problem inherent with using Midi only in a native daw, what I mean is do you get latency sequencing Scope synths through the DAW(not XTC btw). I don't need audio functions from any Daw what so ever, at least not to record, thats what VDAT is for.

If you're not using audio just set the ULLI in Scope as low as possible and your DAW will follow.
