Does SonicCore still charge a fees to transfer registration of cards?

not if you are just selling the card to another user.
the keys go with the card, not the user.

So if I were to buy a 3rd card I wouldn't have to transfer the registration?

correct.
you will need the old keyfile if you want to use the devices registered to it, assuming you don't already have those devices. if you already have those devices, you can just connect the card without any registration or keys, and use it with your old cards.
if you have v5.1 and the old card has v4x and there are devices on the new card that you want to use, you can write to support for v5.1 keys for any such devices. the v5.1 software license will remain only with the card that was upgraded, so the new keys can only be used when both cards are in the same computer.

how about if i have 1 card that is fualty and want to transfer my keys file to cards that are working as this card has my zarg plugins and vectron and spl plug ins do i need to pay for transfer

You'd have to ask them, but I'd guess in that case, it is a key transfer

A question just popped in my mind while reading the posts:
If a plugin is registered on 1 card but not the second, will it not access the DSP<s of the second card when needed?
