is 4.5 upgrade still 98 euro?

is 4.5 upgrade still 98 euro? does anybody know? i dont trust the creamware.com anymore..
i might be getting a pulsar 2 card with scope 4.0 on it.. i already have 2 powersamplers with 4.5, and im planning on using these 3 on the same pc, so i guess i need the 4.5 upgrade in order to pick either the mix n master pack or synth n samplers pack.( for free when i upgrade..). right??
cause it seems to me that when you buy a scope project card ( pulsar 2) frfom creamware/soniccore you get to pick either of the packs..

tell me if im wrong here

select "New in version 4.5" and goto "Special Upgrade Offer"
