mmm, i just installed Scope on my storage drive last night...whoops.

so, install the exe on the OS drive and then save all the project files, samplebanks etc... to the Storage drive...would this be the ideal situation?

Yes. Project files and samples you can install wherever you want. I save my projects in the same sub-folders as I do it with my Cubase-song-files. And for my samples I reserved my whole drive F:. Scope will find it all.
Installing the scope folder on drive C: is pretty recommended. Sometimes we've had a discussion about this topic here on Z. Installing Scope on another drive could cause problems.

Yup, same thing here. I installed scope itself on drive C:,
The Scope project files and cubase songs are put together in a folder (each song has a folder) on another drive. Works great.
