various recording difficulties

Right now I do tests with signal flow and recording routings. I find that levels seem to be very different depending on where I mesure (without doing anything on the faders etc). In Pulsar I get -2dB (Levelmeters PostGain) while Cubase shows way less (around 6dB). How to level things then?
Also I am not quite sure about recording with 24bit to get more headroom. Am I mistaken with that assumption? Some tests did not show any obvious differences (with the Pulsar2 onboard 24bit converters)

Cubase pan law is set to -3 or -6db (can't remember) by default.
Reset to 0 should give you similar levels i guess
