Hello to all, i have an idea to create a radio broadcast at the internet. I don't have any experience on that and i don't know what is necessary. I have a friend of mine who have worked in the radio some years ago and i really like to start such a thing.. So anyone knows, can it be real time? (or with some latency, how to stream the audio to the internet? are the current internet connection speeds able for such a thing? i want it to be free of advertisment and to promote independent music and other culture productions, any info would be appreciated...

You can make an mp3-radio via shoutcast (shoutcast.com), latency is about 10sec.
Connection speed must be at least (num. listeners+1)*bitrate, also there's few providers, which can lend to you broadcasting server for broadcast and you'll have to have only internet connection capable of transmitting 1.5*bitrate, i.e. no more than 70 kb/s, for example, ADSL connection is already suitable.
