selling a card. key transfer fee needed?

surprisingly, i couldn't find an answer here on Z or the CWA site.

i'd say the 'key transfer fee' is only needed when moving plugs to another card, but, do you need to pay when you need the card to be reregistered to the new user? i guess not, but just want to be sure...

afaik, the fee is only for transferring plugs between cards

yeah, registration in the customer database is still free of charge...
