Most likely this refers to setting up a band of parametric EQ with a very sharp Q, and sweeping it up and down the frequency range. This can help you locate areas of "mud" that you want to cut out, or certain tonalities you wish to enhance with a boost. Once you have the frequency that you want to get rid of it, focus it more precisely by adjusting the Q, then invert the boost and tweak (eg if the boost is 12dB, change it to -12dB, and play with the gain to see what is appropriate.)
