Imagine the operating system as a collection of different balls each providing a different service. To access the hardware you can have a ball like "one size fits all" and all you have to do is to add a small ball with the functions of the hardware. This is called a driver. Problem is that the onesizefitsall is big and slow. But it is sufficient to provide the necessary funtionality. But it is a standard function thingy, any special that your fantastic new hardware can do is maybe not known in the always limited world of your OS. So the idea came up why don't we split up all our favourite requested tasks, like the ones for looking and listening, into diffent specialized small and faster balls that are able to communicate directly with their respective Inputs (=the cards) and Outputs (LCD and speakers)? This idea now has the name DirectX. And that is why it has so many little DLLs. And that is why all new ideas for better sound or video etc. show up for the first time in a new version of DirectX.
btw: I highly recommend never to install a version X.0 in a production environement, these have been always buggy, but to wait for a or X.1. 9b is good. A must have.
