Is there a way to know at which frequency rate an oscillator is ?

Depends what you mean exactly...for an even tempered scale, A4=440Hz, look at the note you're playing on your MIDI keyboard, then refer to this table:

Not exactly,

I meant : how can I manage to tune an oscillator at a frequency of 180hz or 194hz ?

In that case, just use the fixed frequency module, set it to the frequency you need, then send the output into the oscillator.
