Paning in STS 3000 nearly no effect

When I move the pan bar in Main window of my newest STS 3000 (SFP 3.01c) I have nearly no effect with AKAI and SF2 programmes (+/-6dB).
Some programmes have full range but most of them not (also Creamware CD programms!)
A bug?
