People seem to complain about noise with
the A16 Ultra do they use really cheap converters
What converters in A16 Ultra
The A16 uses the AKM 4524 converter...
But "noise" has nothing to do whith the converter chip. It´s more likely that the powersupply and some signal interfearances of the analog path are responsible for noise. You don´t actually hear the differences of converter chips. Recording a signal whithout any processing most often just gives you some different flavors, sometimes a little more dimension whith different converters.
The "motherboard" and "clock" of a converter determins the digital part of the sound. But it is mostly the quality of the analog part that determins the sound, like the "slew rate" of the Op-amps, frequency response of the "transients", "analog filters", "phase-coherence" of the path and a "powersupply" that filters unwanted interferences.

There is almost zero noise on my A16 Ultra, very low noise floor, better than the Yamaha 03D by far, better than the Pulsar analog I/os too... remember for many of the people who have these and report problems that it's their first interface, and it's made more for balanced connections. Also one must setup the jumpers properly on the back for +4/-10 operation and have the right cables... if setup and wired properly the A16 Ultra is very impressive indeed.
