I'd say it would in the short term, although things might change a bit if Open Scope takes off. But meanwhile you could get feedback from them based on say Flu_Liq without buying an XITE. I'd buy FLU_LIQ if it came in the shop between $50 - $100 retail.
More broadly about levels of SDK development from my interpretation of Ralf's comments on interview here :

The base SDK lets you build a few devices by drag / drop connect - much like Modular or Scope itself. And more recently, JUCE for extending the GUI elements in the upcoming Open Scope environment.
But there are 2 levels beyond this :
1) The ability to develop your own algorithms (requires a special agreement with S|C and C++ skillset/tools)
2) Selling in your own or thier shop (also by agreement with S|C).
S|C shop contains both devices developed just with base SDK, and also devices with custom algorithms.
Whether you can sell in S|C shop I guess depends on how impressed with the device they are in terms of sonic goodness, visual appeal and marketability. That third one is a bit tricky, as it might have to fill a 'gap' in thier range somehow. Its hard to come up with a great EQ when theres so many.
FLU_LIQ on the other hand is fairly unique, unique enough to at least send S|C a copy and get feedback. Even if they dont see a place in thier own shop they may encourage further development or allow sale in your own shop under license.
