scope dither shaper

I've noticed using the dither shaper that it doesn't let the peak level go beyond -0.7, at least by my monitoring in wavelab essential. This creates a problem in that I could be clipping in the dither shaper and be unaware of it, as loud as I turn up the volume going in to it it keeps the peaks at this place. Is this normal, to me this shouldn't be happening, anybody else notice this?
