I can use all of my purchased synths and freebies in the Pulsar Environment, but how do I access them in Logic Audio? The only ones that show up are the default synths.

Oh, and for people who have crackle and use Logic, one thing I found that helped me is in the Audio Driver2 preferences (Where your asio is selected), disable Larger Process Buffer AND Larger Disk Buffer. My crackles went away after this in XP and Logic. Never had crackles in the Logic Environment, just in Logic when using Pulsar specific devices and fx.

You cannot.

If you are in XTC mode you can load the XTC devices. They are not the same as standard (OS) .dev files. The XTC devices are written especially for XTC, and most freeware developers don't make them as yet, but some do. More will probbly follow, as XTC mode improves.

So if you wanna use them, you have to work in Pulsar OS mode.
