effects doesn´t appear in xtc mode

I recently installed win XP,and now the effects and synths doesn´t appear in cubase,though pulsar is in xtc mode.
Why not?
With XP I got a new annoing problem with cubase: often it will not close,and I have to shut down the computer the violent way.Often in 98 it was opposite,I coulnd´t open cubase.

I appreciate good ideas.

Reinstall Pulsar V3.01 w/ XTC mode, and this time, point the XTC installer to your VST plugins directory from Cubase. Then it works.
