If you already own Powersampler then there's your quality soundcard. Why not go native for the sampler ?

I had your same idea about the pulsar card, actually I'm using it with another M-Audio card, the Delta TDIF, and it's working great with PulsarII. But I must say I use Cubase, I tryied sometimes to use Cakewalk but I allways had problems with the sound hardware, which I never knew the cause. But I think it's just a matter of tweaking your system, I think I'm too lazy

I use the STS4000 with Cubase and Pulsar I, SRB and Luna II. It works like a dream for me.

if you just want ur pc to be a sampler.
go for native.
if you want a sampler that don't use all CPU power, get powersampler. but cost a lot.
oh and you won't get the full protential with ST samplers with Luna2.
