PC Bootup USB issue

Hi,
PC has 4 USB ports on front and 6 on the back - What happens if one or two of the USB ports are being used on bootup the PC won't boot. I've unplugged and plugged the USB connection to test this out...... Two of the rear ports, if used won't boot PC. Three of the rear ports are used happily and PC boots.
What is going on here? - is this a BIOS setting? - a conflict? - I'd luv to know.....

turn off "boot from USB"(or similar) in the boot menu in the bios.

I'll take another look in the BIOS...
I was thinking that there may be a lack of power being supplied to the USB port ??? -
PC has 10 USB ports - 3 of which have four-way-hubs and connecting a 4th-four-way-hub has made the PC not start up but when the hub is not connected the PC boots up....
Does this sound plausible?

I got into the BIOS. Regarding USB there is a greyed out sentence\line at the top under the advanced tab - within the sentence\description is - info for the keyboard\mouse - also USB 3 hubs enabled - Is this a limit imposed by the BIOS?
I did also see something for legacy support that was disabled --- but thats not applicable is it? - as XP SP3 supports USB anyway....

Under BOOT in the BIOS there is a device priority-
Also is something for hard disk drives
but not anything obvious (to me) to turn off, regarding USB.....
The bit in the BIOS which was grey out "three hubs" I think (unless I'm mistaken) would be handy if this could just be increased!
My knowledge of anything underneath the OS is very limited-----I'm sure I'll learn some useful tips along the way.
Incidentally I did plug in a USB license stick directly into one of the USB ports which wouldn't boot with a hub......but it does boot with a direct connection.
When I've got a bit more time and the other items are out of the way like studio foam mounting - I'll get a good PC mag-one that enthusiasts buy and I'm sure to learn some more!

There are 3 hdd's so I presume so....each of them is in the list so they are all there. I'll go take another look.
