WTH? Plugins keep unregistering

Okay this is the second time this has happened and I figure that it is either something that I am doing wrong or some unwritten bug, unfortunately I am still using 4.0 as STS on 5.1 only allows 1 instance at 32 voices.
The first time this happened was a crash, if my memory serves me right, when I went back into Scope, the Master verb Pro and effects pack 1 and 2 were whining about being registered, of course i have these packages according to the allkeys, but they would not take the keys.
So I figured that in some weird way perhaps the crash corrupted a file or something so I tried to overwrite the Dev with a new Dev but that didn't work, it wasn't until I reinstalled Scope that the problem went away, but not with out it deleting my presets and all devices, including the free ones (causing a copy and paste yes and no questionnaire). Argghhh! Well, after much back and forth I was back on track.
I recently installed a fresh new copy of XP, reinstalled all scope as before and everything works fine, no issues, then I needed to install a Nanokontrol2 midi controller which required me to remove the excess midi entries in the registry as I had reached the limit, no problem, i did this on the old XP with no problems, and just to make sure that Scope Midi drivers didn't get skipped I went into the I/O enabler and reduced the MIDI ports to 4 from 5.
After that I installed the Korg Nano drivers without a hitch, cranked up Scope 4.0 and....BAM!! please register Master verb Pro and etc, WTH!!!

I can reinstall Scope and Fix the Issue, but would like to know what the issue is and how to avoid this if anyone has a solution.
