as a sidenote
you can get that effect with any lowpass filter, can be easily done with Creamware's 6dB/oct. lowpass.
the advantage of control smoother is that it's controls are designed for that effects, while with regular lowpass you can create it with very minute range close to cutoff equal to 0 (one can archive it using arrow keys to control cutoff slider/knob, with mouse it is next to impossible)

think about square wave that, when lowpassed gets more and more rounded, and finally there is only fundamental sine.
if you set lowpass filter way below audible range (like 0-20 Hz) it starts to do the same to control rate signals. Lowpass set to exactly 0 Hz outputs just DC.
