I submitted my query to get the Scope 4 update about a week ago but I still haven't had an email yet. Does it normally take this long?

And while I am here. I am doing a clean reinstall of everything soon. So, is Scope 4 a full/complete install or do i have to install 3.1c first before installing version 4?

yes, it's a complete install.
you need to attempt the registration again(until it works).
