is it ok to ues softclip in master insert duing mix and maintain -2db than again use this softclip in mastering.
what actually happens when using softclip. is it act like limiter?

its essentialy a mild distortion

It's kind of a saturation effect, to give it a more analog feeling.
You can (also) get the sound louder without digital clipping.

If you use it twice, you get it's effect twice, the second time it's applied on the already softclipped points, so listen carefully if you like what you hear :smile:

ok softclip has some kind'a filter. i can hear hi frequency loss with the normal setting(using in master fader, Level 0.0 & NO Drive) has anyone notice before?

I use it for all my master since a couple of years and I find it very good.
It limit the possible occasional clipping and replaces the use of some external gear for the warming of the sound. I think that it leaves enough hi feq but exalts the low-med band.
All depends from your taste...

I use it on an Auxillery so only my synths get saturated, and Gigastudio acoustic emulations maintain that sparkly pristine clarity. I think it is vital for synths, as chorus, flange, etc., just push the synths further back in the mix. But this is only my 2 cents.
Using the Oscillators detuning is a far more in your face way of chorusing a synth IMHo.
