The M1 is the fastest - in class of CPUs with an identical powerlevel. It's not faster than modern AMDs, for example. We did some tests within the company which showed this. I think the problem is some mechanical one. As the card worked before and you used a suitable spray, these options remain:
Some damage on the card like bent legs of the DSPs or some other broken parts.
I recommend to check all legs of all DSPs for shortcuts and disconnects.

I recently sold a P2-card to user interference, whos card showed pci problems.
As your card might have a defect on the piggypack-board, you could as him to send you his old card ( or at least the piggypack).
The piggybacks are the same for 6DSP and 14DSP cards.
