If you connect via ADAT or the other scope hardware in/outs, the latency of scope is like the latency of a digital mixer. Should be around 1 or 2 msec. Did you check IRQ-sharing?
Maybe your P1 shares an IRQ with an other controller...
If not you could try to clean your PCI-connector with alcohol.

RME has many AUX-Channels. Every output has it's own submix. If you have a card with 32 outputs and mix stereo, that's 30 mono auxes.
It is like in many digital mixers: select the aux (the output you use for your external fx) and then change the volume of the channel you want the aux to be fed with.
