Live 6 and XTC?

I'm just getting started with Scope and upgraded to Live 6.0.1. I thought I'd at least play a bit with XTC mode to see if I could use it even as a quick composer before switching to SFP mode. However, when I try to load a synth or an effect all that happens is this teensy box opens up (clearly the graphic can't be found for the control surface) and in the bottom channel the box for the plug-in says 'could not be loaded!
I do use a non-stardard place for my vst plugs c:\Program Files\Steinberg\VSTPlugins but everything else in that folder works great with Live. I also checked my SCOPEVST.CFG file and it points to the folder with the .dev files. Do I need to manually move the .devs to the vst plug-ins folder? Something else I need to try?
