ableton looses ully settings

in xtc mode if i set ully to 7ms after reloadnig the sequencer it loads with the 24ms ully.
the xtc settings board shows that it is 7ms....but it isnt. i have to left click on it and it asks for applying, i choose yes and then i get the correct ully.
but if i close ableton and reload it again it goes back to 24ms ully.
any help please??
