What I want to know is how does anyone do anything outside the time domain? Are you a time lord?!

In the DSP universe, time is just a figment of your imagination (as is the frequency domain). Both domains are equivalent (as proven by Fourier), but in frequency domain, harmonics can be manipulated more easily.

And of course the base frequency of the filters depends on the input signal (adaptive filtering). Small delay=1048 or 2096 samples.
