In the DSP universe, time is just a figment of your imagination (as is the frequency domain). Both domains are equivalent (as proven by Fourier), but in frequency domain, harmonics can be manipulated more easily.

Yes, like a 64 band linear EQ. But it will have a small delay :D

And of course the base frequency of the filters depends on the input signal (adaptive filtering). Small delay=1048 or 2096 samples.
