Latency for input/output in Cubase is around 24ms - However, in the ASIO control panel for Scope XTC I've altered the latency to 7ms a bit like you do with Scope in normal mode. When I play a Scope/Pulsar synth the delay doesn't seem like 24ms (it may be tho as I may be wrong) - Is it possible that the Scope is at 7ms as set in the XTC version of the ULLI???? and not the 24ms that Cubase states?

Xtc mode has bugs. This in one of them.
You have to manually edit a file called cset.ini and write the latency you want, 64 ,128,256 etc.
Search for cset.ini and latency here on planetz and you will find all the info you need:)
