I have been told this is the name of it and apparently Logic, which I don't use, has one built in.

The effect I am looking for has been used on the vocals for a Cher track ("Believe") and a Craig David track ("Walking Away" - I think) not to mention others.

Is there anything out there like this already for Pulsar/Scope?

The STS 5000 will do this. I think the Vocodizer does too.

You mean Antaras Autotune plugin...

But please do not use it anymore it is so anoying.. my 2 cents

:lol: I was very tempted to say this too, but every time I think an effect/technique has been used to death, somebody comes along and uses it in a fresh and interesting way. In this case I think we're only just beginning to scratch the surface of formant processing. It offers lots of possibilities with a little imagination.
