Pitch shift echo delay

Hi guys I'm looking for a specific plugin which is a Echo/delay where I can tune
each of the delays to a certain pitch and pan each of them.

I know you can do it in Modular but I wondered if anyone has anything specific
with a good Pitch algorithm.
