Can't find 'link state pwr mngmnt" in windows or pci express... but that's on me since win7 new totally new to me.

I will keep digging.

some processors don't have one or both.

don't worry about the "MaxVal" setting.

link state power management is in the Windows power options, not the bios.

EIST and hyperthreading are the most important settings.

Win Settings--> Power management--> in the Options list find PCIexpress and Link State Power Management is there

it's in "power settings\advanced"
