I've made a post in Tech Talk section about this.
under Win7 it should work, under XP it fails most likely due to .NET incompatibilities
(some features don't work as intended - it's a Microsoft thing, not Sonic Core's)
imho it can't be solved under XP - I experience that myself

according to the original Scope docs it should be straight...
never used that myself, but if the DAW sends/reacts to MTC/SMTPE timecode VDAT follows and vice versa
using sequencer source/destination for communication iirc
(you may have to check/set delays or pre/post roll-times and subframe size)
in my DAW it offered 0-400 subframes
don't know if VDAT (VRC) time display is corrected by software
the original must be set to 48k samplerate, otherwise the display shows wrong values

I have been able to sync to SAM and (I think from memory) to Reaper via ASIO Clock (SCOPE as the master).
It's all a bit academic though, as VDAT has connection issues if you go beyond 8 channels, which takes away my intended use of the SCOPE recording system.

page 19 of the VRC manual provides the details...
I would expect both MTC + Asio 2 for sync with (required) the VRC device, not just Asio 2
(MTC down to frames, subframes derived from Asio clock)
unfortunately the VRC crashes on my XP system, so I can't try it
but it's pretty obvious that VDAT isn't fully implemented up to specs... some grains of salt...

it's actually been asked before:

the system looked hanging, but was just waiting for that 1 hour to pass
clock2click is certainly useful to track some individual parts in sync, but not for song positioning
it's still around in the 'Scope Freebie Collection'
syncing VRC/VDAT should be sample accurate as that's what Adats were
but those tape-machines received (studio) hardware midi clock, not some desktop OS generated...
so real world results may vary

news: looks like the crash is much less severe than expected...
by chance I noticed that M$'s Visual Studio debugger (when running) will catch Scope up from the background
so I loaded VRC, which stalled as expected
as this happened right after a branch instruction, I gave it a shot and and pointed it manually to the destination
... and there was the surface of VRC
tried a couple of things, created some markers - all running well, saved the projects as VRC Test
quit Scope, launched with it's usual startup project and then loaded the Test ...
VRC still working
I wouldn't recommand to save it connected to VDAT, tho - it may start nonsense on an active tape
a crude approach with warranties whatsoever - but it worked a couple of times
the crash locationed remained identical, so it should be fixable... probably just a messed or missing parameter
