Checked everything again and most obvious was lowering ULLI settings.

I was enabling just green ones now, overall win 11 works fine.
Latencymon shows stable audio system.

I have installed scope v7 and cubase 12 artist, on my main audio computer, works just fine.
So, elements version will stay on this computer.
Will also ask in cubase forum too.
