Scope 7 is indeed the way to go with Win 10 (and Win8). Scope 5 does work, but 7 has markedly better performance in modern Windows OSes and improved dsp allocation, etc.

PCI 1.0 was 5V, which I believe our cards are. PCI 2.0 introduced 3.3V & 5V, and then PCI-X introduced 64bit support (and PCI-X is technically only 3.3V but for legacy 32bit PCI 1.0 support some slots support both voltages, my ancient Supermicro P4DC6+ and my X7DWA-n support both I believe.) In terms of DPC testing, LatencyMon is the correct tool to use these days. I test DPC in stages when setting up a system, i.e. initial installation: test DPC---THEN install core component drivers, test DPC again, THEN downloadable graphics drivers, test DPC again, etc. Do not let any other software ...
