No, the routing within the A16 is fix. Depending of what you have in mind, this might be possible in SCOPE's Routing Window.

The SDK 5.1 including those patches mentioned above aren't available anymore in the download area of the Sonic Core web site (at least I couldn't find them). So maybe someone could upload the patches here?

That's just the file extension. The key file is a simple text file that you can open with a text editor like Notepad/Editor to see what keys are in there (don't use word precessing software like MS Word to open it).
