Just route your sends via ASIO to your host sequencer (e.g. Cubase), apply your fx and then route back into Scope (again, via ASIO) and mix. You can use a 'dedicated' fx channel or a normal ASIO channel, I don't think that it matters much. You'd have the fx on 100% wet and then just mix the effected...

As long as you use another sound card, yes no problem.

If you wish to use the Scope card(s), then you'll have to set-up some basic routing which means you'll need to run the SFP software in order to achieve this.
