For the record I solved my problem with a BIOS setting that I had overlooked - the CPU Core Feature "C3/C6/C7 State Support" was enabled. Disabling it cured my audio glitches. Hooray!

Yeah, I've already checked that possibility - I removed the 32bit boot and it had no change. The 64bit Scope 5.1 has no paths to the 32bit install, and all projects are from scratch. Me too, I can be patient.
Mostly my issue is a bunch of "file missing" messages that have to be ignored after which the devices load and work. So it's tolerable.

Steinberg support suggests I remove scope drivers, enable onboard audio in BIOS, start up Wavelab to use on board driver, then reactivate Scope hardware (and de-activate on board audio).
